This type is used to group several `LibOpt_StatisticSeverityScaleEntrys`, which together forms the "severity scale" for a `LibOpt_Statistic`.

A `LibOpt_StatisticSeverityScaleEntry` is a pair of (`LibOpt_StatisticSeverityScaleEntry.Threshold`, `LibOpt_StatisticSeverityScaleEntry.Severity`) values.

The set of `LibOpt_StatisticSeverityScaleEntrys` owned by this type determines the `LibOpt_Issue.Severity` to set for a `LibOpt_Issue` created for said `LibOpt_Statistic`.
